planning a lcd or led tv purchase but need help the TV would be facing a window that the sun hits almost all day until sundown but is covered by blinds and have a budget of $220.00 maximum for the purchase

Look - a "LED" television is really a LCD panel with LED's for back-lights. They turn the LED's down or off behind dark sections of the screen to improve the black levels. This increases the over-all picture quality.
But your budget - is way t0o low. I waited and waited and eventually got a 46" television used off of Craigslist for $250.
You are not going to get anything decent new except perhaps bottom barrel brands for $220.
So hit your local Craigslist and this might get you something that will last if you stick with the major brands.

My company is looking to install 2 LED tvs in order to run a looping picture slideshow in our office. We want to save the appropriate .jpeg pictures to the flash drive each day, plug the drive into the tv USB port and let it run on a loop all day without much (any) manual effort.

My dentist's and doctor's office have the type system (looping) you are talking about. Go to a store that sells TV's, take a flash drive w/ a looping program on it, and try it out. That way you'll know what works well, what doesn't, and you won't have any surprises.
