do they even still sell 23" TVs now , prices and thickness have gone down so most people do not consider anything below 32" because price difference with 23" is negligible, unless they want to put it in a TV cabinet or some confined space.

I know where you're coming from, ideally you'd like to get Full-HD - but HD Ready is still good and if the viewing distance is really 12 feet you absolutely need to go for the 32 inch. 24 inches is way too small for that distance.
